The UEFA Ranking
Berths for UEFA Cup are sent (except 1995/96):
countries ranked 1-3: 4 berths
4-8: 3 berths
9-21: 2 berths
rest: 1 berth (except countries not admitted)
In 1995/96 berths were sent:

4-8: 3 berths
9-21: 2 berths
22-36: 1 berth
rest: none
Unused berths are usually sent to countries ranked 9th, 10th etc.
Preliminary rounds are always included.
Since 1987/88-1991/92 special tie-breaker (the most recent season) is used.

For 1992/93 CC 2nd round seeding VfB Stuttgart had been seeded. After that
VfB lost 3rd match against Leeds and Leeds took VfB place.
For 1993/94 CC original seeding had Olympique Marseille and UC seeding had
AS Monaco. After Marseille disqualification AS Monaco replaced Marseille and
AJ Auxerre replaced AS Monaco.

Note that in preliminary rounds since 1990/91 teams with the worst coefficients
were to play.
It's unknown whether the seeding was used in the preliminaries in seasons
1990/91-1993/94 and how it was used exactly for the Champions' League draws
(pots, etc.).
The number of the seeded teams is equal to the number of the unseeded teams
except UEFA Cup 1st round, where only 16 teams are seeded.
