This page shows the list of seeded and unseeded teams for draws in the first rounds of the UEFA Cup 2003/2004. The UEFA Team Ranking of 2003 determines the seeding of the teams in the tables below.

Besides the division of teams into seeded and unseeded teams, the teams in the first rounds are usually divided into a number of groups based on geographical criteria and economic interests of the participating clubs. One of the goals of the geographical criteria is to avoid the pairing of teams from the same country. Each group has the same number of seeded and unseeded teams, and a seeded team will always play against an unseeded team.

For the draw of the qualification round the 82 teams are divided into 10 groups. At the time of the draw (June 20) the four contenders from Denmark were not known because their season was not yet ended. All four Danish teams were seeded because of the country coefficient of Denmark.
