| In the season 81-82 the Soviet Union USSR finished above Czechoslovakia.

But why did the Czechs have 3 and Soviet only 2 teams in the UEFA-Cup 1983-84 ? I can't find anything about further berths (UI-Cup, FP-Spots etc) |

USSR got first dibs on this spot, but apparently declined; hence Czechoslovakia received an extra berth. |
