Arrests for Estonian match fixing in Europa league

BBC sport reporting that people have been arrested for match fixing, including three Europa League games covering 2011/2012 and 2012/2013. Estonian clubs had hardly been setting the world on fire anyway in UEFA competitions, but those two years were especially bad and have contributed to them falling into the bottom five, meaning the ignimony of Champions' league first qualifying round games against one of Andorra/San Marino/Gibraltar from next summer. I'm sure that's not an isolated case and wonder if any other countries rankings have been adversely affected in similar ways?
