What if FC Sheriff wins the EL & Moldovan PL?

That looks highly unlikely , I know! But the gist of my question is that if a team playing in a league ranked 17-54 goes on to win the Europa League and their national championship, is a place in the Europa League group stages guaranteed or would they have to go through CL qualification? Note that these teams enter the Q1 and Q2 and are hence not assured of a place in qualifying rounds of EL irrespective of the result.
Uefa states that a title-holder is guaranteed a place provided that they don't qualify for the champions league. Does 'champions league' extend to include the qualifying stages as well?

This issue was clarified when Shakhtar Donetsk won the EL, but in the next season they entered the CLQR3. They were eliminated by FC Timișoara and dropped to EL. But to QR4, like any other loser from CLQR3, not to the GS. So, in UEFA's eyes, Shakhtar gave up the ELTH title when they joined CL qualifiers. And if they are transferred back to EL, they are treated like any other team.

No club will pass the chance to play in CL in order to be sure they'll play in ELGS. Usually, the clubs that can win EL will have pretty good chances at reaching CLGS. And even if they don't, like in Shakhtar Donetsk's case, they will be 100% seeded in EL qualifiers so there's very little possibilities of not seeing them in ELGS.

And it is not possible for a club to refuse only CL or EL. A club can only decide to not play European football altogether.

That sounds quite reasonable actually. But still a club like Celtic who stand a decent chance of winning the EL-SPL double this year would essentially be taking a risk by playing in Chq2. I know they are likely to face a minnow in the qualifying rounds, but two (or one) bad games can see them out of europe all together. A better way would have been giving such a team a bye into the fourth qualifying round -(that change would mean that one team goes from ChQ3-Chq2 and four teams from Chq2-Chq1.) That way, they would end up going into the group stages of the EL after losing.
Anyway, this would cease to be a problem from the 2014-2015 season onwards, as the EL winners are admitted into the group stages of the UCL. Lets hope we have no dilemmas this year!

I want to ask something else about Sheriff which I was always wondering.

Sheriff's home stadium is in Trasnistria,a break-away region, from the authorities of Moldovan, asking for recognition as an independent state.
Since de-jure belongs to Moldova, the authorities in Trasnistria are illegal, since they do not belong to the legal state. Only Moldova should had the right for authority there.

So if there is a match in Sheriff stadium, either for Moldovan or European match, Moldovan police cannot go there and the match is under authority of Trasnistrian police which is a break-away authority, meaning illegal.

How can Moldova and UEFA accept football matches to be played there? Also why Trasnistrians do not form their own league since they want to be called independent?

Transnistria's case is similar to Kosovo's ,albeit less well known. UEFA and FIFA continue to refuse membership to Kosovo on the grounds of UN non membership (though non UN members Scotland and Wales remain affiliated to the UEFA).
Thus, breaking away would render participation in EL and UCL impossible. On the question of police protection, I agree that UEFA must be proactive in moving its home european games to a recognised nation.
