| Differences with the 2013/14 access list (due to Gibraltar having 1 team each in CL Q1 and EL Q1):
-champion country 47 (Northern Ireland) starts already in CL Q1
-runner-up country 27 (Norway) starts already in EL Q1
This is with a TH-spot of course. If there is no titel holder in CL then champions of countries 47 and 48 will move up to CL Q2. |

| That was to be expected. It was just the question which teams they would move back to EL-Q1.
The system is only changed from 2015/16 onwards. |
