As I said before, it is an interesting and documented analysis (unusual for a sport journalist).
There is 3 points :

1, Country coefficient in the team ranking

Having a part of the country coefficient is necessary if you don't want to have a seeded team facing newcomers like Real Sociedad (unseeded) while another seeded team faces Patching.
Zero country coefficient will provokes more lucky/unlucky draw.
So the point is only the percentage of this coefficient added. He drops from 50% to 33%, then 20%.
IMHO it should be 25%.

2, Same amount of points for winning against a big team and a minnow.

We can imagine a system for getting more points for a win against Barca than against Nordsjaelland.
Why not add difference of coefficient like this:
2 points for a win + difference divide by 100 (if there is 40 points to the detriment of the winner, he gets 2.4 points).
Problem is that the coefficient of the team do not reflect is value: A win of Real Sociedad will gives them a biggest amount of point than a Lyon victory...

The only way to have a system like this is to abolish the UEFA ranking and replace it with a ranking like ELO ranking which permit to a team getting points not only in UEFA cups but also in domestic ones.

3, Weighted seasons in the ranking,

We had already discuss about this and I use personally a weighted ranking with a geometric progression with the more recent season counts twice the oldest.
I will publish these numbers after the last CL games (there is some differences in the pots attribution).
