It doesn't really state what it constitutes. So they can actually relegate teams for racism? Could a gang of rival fans posing as home fans doing some monkey chanting at a few games get their rival relegated?

FIFA has it's critics, me being one of them, but credit where it's due for finally getting some proper legislation in
