What would be of more relevance is the average number of spots which are lost because of a reduced coefficient due to fair play teams. It should be less or equal than 1.

For example, without Hertha in 2008/2009, Germany would taken the 3rd place in country ranking one year earlier from Italy.

But that still means that nothing was gained, but also nothing lost for Germany. They would just have had one more team this season, instead of Hertha in 2008/2009.

Whereas for England, the two additional spots had no practical consequences, even if the 5 year coefficient is slightly reduced.

Yes, I was thinking after I put it that when it comes down to it, countries want more spots and that is what fair play provides. So it's not as simple as just looking at the totals. The 2 points lost to Denmark may carry big practical consequences though in future if it costs Denmark an automatic Champions league spot. Denmark start next year in 15th, behind by 0.725. With the 2pts, they'd be sat in 13th with a 1.275 lead and 1.425 off 12th. It could also cost them a European place if they drop below 15th but the 2pts would have kept them in the top 15.

I'm sure Germany would trade in a Europa League spot for Champions League spot though. Or any Europa League spot due to the later start time.
