UEFA regional groups

Hi,
does anybody know how UEFA decide the "regional" groups for the CL and EL qualifiers?
CL: There was a geography-based classification in 2010 (North, Central, South). But there are so much exceptions: eg. Salzburg in the "North" group, Zilina in the "South" group and Partizan in the "Central" group... Is there any rule for the classification? Or is there any classification in 2011 too at all?
Those are the questions for the EL too. (In EL were 5 groups, and the first 5 seeded teams are in different groups last year. But after them there was not any regularity for the other seeded teams...)

Last year there was only regional grouping in EL Q1 and CL Q2. Not in later rounds.

The big number of shifts is because UEFA first uses the coefficients to determine which teams are seeded and unseeded and then groups the teams in regions. When you have more seeded then unseeded teams (or vice versa) in a group you have to shift teams. And there are no clear rules for which teams will be shifted.

I understand, but - as I wrote in my example - both Zilina and Partizan were seeded in the CL QR2, and Zilina was in the "South" group (SG), Partizan in the "Central" group (CG). While Belgrade is southern as Zilina... Salzburg was in the NG, while the northern Poznan in the CG...

Before 2009 UEFA used regions before seeding. See UEFA Cup regions. But also at that time, there was always uncertainty about the changes that UEFA would apply.

Thanks. So we can't predict the 5 or 6 teams who can get Videoton. But I think probably they will be from Dinamo Zagreb, Partizan Belgrade, Wisla Kraków, Sturm Graz, Slovan Bratislava, Viktoria Plzen, Maribor, Ekranas and Zestafoni. I hope the "anomaly" between the regional groups is because of the different coefficients, and Videoton really can get not only from the neighboring countries (they are stronger than the teams from the north group for example). And when UEFA seeks to make balanced groups, Ekranas and Zestafoni must be in the central region.

Surely it would make more sense to have east and west groupings, than north or south, due to the shape of Europe

Well, they`re not very original, are they. If you move Ekranas Panevezys from the North to the South, Wisla Krakow from the Central to the North, and Dinamo Zagreb from the South to the Central group, you`ll end up with exactly the same groups as I dared to predict.

Since UEFA used last year some sort of regional grouping in CL Q3 draw, I dare to predict how it's gonna be done this year. I assume that we'll have once more shamefully uneven groups, favoring northern countries and very difficult group for south-central-eastern countries.
