| I hate since long time the rule of best or worst second place with group who have different number of team.
For explain the problem, with the actual group 6, I change some results (6) and I make a new situation

In the last match, Croatia win against Kaz and England against Belarus.
So Ukraine is sure to be 2nd.
It's a group with 6 teams and for to be egal to group with 5 teams, we remove pts against the last team.
If Ukraine win or draw again Andorre - 13 pts (3 pts for win in Ukraine and 3 or 1 pt for the game in Andorra)
If Ukraine lose again Andorre - Andorre finish 5th and Ukraine lose points win against Kazakstan and finish with 14 pts !!
Ok, this case don't change something in the race against Norway (10 pts) but it's completely stupid ... |

| Simple formula, great competition.
But it's hard to find a better solution. 13 is an ugly number. We can't make 13 groups of 4 and 5 and give 1 berth per group winner, because we'd be relying too much on the quality of the draw. |
