Everybody is tlaking about this, but watching it carefully that proposal makes no sense at all.For small countries it is terrible to take cup winner instead of runners-up in the pre-round...is this already aprroved? if it is we will have 4 teams from countrie number 1 and 1 from country number 7 does this make any sense?? I thin k the ranking shloud be cahnged in this way:

champions from countries from 1 to 12 direct to groups
runners up from 1-3 direct to groups
3rd from 1-3, 2nd and 3rd from 4-6, 2nd from 7-12, chmpions from countries 13-14to last qualifying round

this gives a total of 15 direct entries and 17 teams in last qualifying round( 17 is the number of teams we need to complete the league)
Uefa could reduce only to 2 qualifying rounds and had champions from countries 15-48 playing the 1st qualyfing round, where there would come 17 winners to play in the second and last qualifyng round

Is there a possiblity to send uefa a proposal bert? I mean doing something more elaborated.. I think what i said makes much more sense, at least what I posted about first 12 countries maybe the qualyfing rounds should bem ade in another way and the countries acessing qualifyng rounds should be done in another way, for example I think it is ver unlikely countries ranked 15 to 21 have to be in first qualifyng round

It is not yet approved, but I'm pretty sure that UEFA officials will only look at proposals with some kind of organisation backing it, like UEFA Club Forum, G14, the big Leagues, national FAs.

Do you define #7 as a small country? most would probably not. The really small countrys (13+) get an easier qualification for their champions, 10-12 get 1 sure spot in the Champions League with Platini. It's a big improvement for them.

Oh, and we will not always have 4:1 with country 1 and country 7. Portugal and the Netherlands will often be seeded in the qualification with Ajax or Benfica, a 4:2 is not that much less likely.

Your proposal is not that good for small nations, it's good for the middle nations on place 7-12. And it would definitely meet huge resistance from the big leagues and clubs.

but in countires like holland and portugal the cup winner representative( cup winer or finalist) isn?t many times a big team and that team would represent portugal in cl instead of a big team that is ridcullous

Obviously, it's not. but it can't be better for everyone. It is, however, better for 1-3 because they have more CL entrys. And it is not much worse for 4-6, since they have 1 more direct entry, but the qualification for team 3 is harder. For #7-#12 it's harder, since qualification for team #2 is harder.

It can't be good for everyone, and for country #7-#12 their voice is not as loud as the voice of the big 3 or big 5 leagues, and I'm pretty sure they were not the ones who elected Platini because of his promise to give more nations access to the CL group stage either.

Oh, and it won't be the Cup finalist that takes the CL qualifications spot if the Cup Winner is already qualified, it will be the leagues runner up. But then, the whole cup winner thing meets huge resistance, I think that might change in favour of league runner ups.

No it's not. And the 3-rd team qualification will be harder. So it's worse for 4-6 also.

Sorry but you're too late. Bert already handed this proposal - which received almost universal acceptance on the forum a few weeks ago (well a couple of people liked it & Bert was one) - to Michel when they had lunch last week:

Direct access
1-4 2 teams
5-12 1 team
TH (or Champion 13)

Champions Qualification Round

No changes to current proposals

Non-Champions Qualification round

1-8 2 teams
9-16 1 team

So 24 teams play for the 9 group stage spots. 12 teams enter QR1 and the other 12 get a bye to QR2.

The Non-Champions should be as at present rather than Cup Winners - certainly for the countries with only 2 CL spots. Maybe the others (top 6 countries) should have the option to choose.
