This sounds ok but is NOT POSSIBLE to realize!!!
1.QR: 76 teams
2.QR: 38 Winners of QR1 + 26 teams = 64 teams
1.R : 32 Winners of QR2 + 32 teams + 16 exCL teams = 80 teams
This is the normal team assignment when the title holder's place in 1.R is used. So but now we have one team more!! As UEFA does not allow to switch teams from higher stages to lower stages (vice versa it is possible e.g. title holder is qualified for CL) it is not possible to have the result of 80 teams in first round (1.R).

Maybe they're thinking about asking the third Fair-play team to stay home, or maybe two, or cut one It team. Or both. This could works. |

this is exactly the same that comes to my mind for few moments but this would mean that the team from CL would have to begin in the 1QR or 2QR - and this would be not good as the CL team is allways more important than a cup winner that begins in 2.QR or 1st Round. |

| I think that in such a case, a spot will be made available in the appropiate round (even in the first round if it is from top countries), so some teams will have to start a round earlier. |

| Of course, if you do not allow to transfer teams to an earlier round then it is not possible to fit the new team. But I think UEFA will do so. |

In the extremely unlikely event - though of course it could happen - of both the UEFA Cup title holder spot & an extra spot for a team from the league of the CL winner, being needed in the UEFA Cup then of course two more teams would have to start in UEFA Q1 to redress the balance. |

Before every year the UEFA Access List is made so that every country does know which domestic places belong to which UEFA stages - this is guaranteed!! |

| There is no such guarantee , Mauro.
The number of teams are guaranteed , but not the stage they belong too. There are some border places which starting stages depend on the title holder scenarios (No10,16,24 and 25 for the CL).
For example , Dinamo (Bucurest) would have started in the groups had Chelsea or Man Utd won the Champions League. |

| Todor I know, but in all preceding possible scenarios there was only shifting to a better stage possible, what is ok for the teams. (For cemperision: which person won't get more money...)
But with the new rule shifting down would be done without any exact description in the UEFA rules. And when such a case occurs the related teams will say NO. (See everton/Liverpool case)
Beside this what happens when the CL holder is qualified only for UEFA Cup (2QR). It is forwared to the CL and the worst CL team takes the UEFA place of the CL holder. This would mean that the worst CL team has to start in UEFA Cup in the 2QR during the cup winner of the same country starts in the 1st Main Round. (e.g. Russia). This is not fair and SURELY such a team would make a veto for such a case.
I assume that in this case the downgraded team will have the UEFA hot spot... |

I really, really don't see a problem here. If - and a big if - it ever happens then UEFA will sort something out. I assume - as I said before - that this "sorting out" will just involve a couple of teams starting a round earlier than they otherwise would. It might - & only might - involve a small amount of financial compensation & UEFA writing a convoluted paragraph into the following seasons UEFA Cup regulations in case it happens again.
But since Sevilla are the first team in a long-time to defend the UEFA Cup & the likelihood of a team winning the CL but failing to qualify for Europe at all is - let's face it - slim. The odds on both happening at the same time are miniscule & losing sleep over it now would seem a waste of time... |
