looking at the team rankings , newcastle are ranked 10th, seems a joke they are above man un, chelsea munich, because they have done well all in the uefa cup. points should be less for that cup surely?

This has come up more than once in the past.
Double the points for CL has been suggested but has received a lukewarm reception.
I do think the current system produces the odd bit of ridiculous seeding. I've mentioned Newcastle myself before but I'm not sure if these instances are enough to warrant a change.
I like the fact that defeats like Steaua & Levski (and Tottenham & Blackburn for that matter) can earn UEFA Cup points which increase their possibility of seeding in CLQR3 & increase their chances of making the group stage. A form of promotion & relegation. I wouldn't want to see changes to the system that would keep CL group stage regulars seeded whatever their results. If these teams are good enough (& avoid the nightmare draws) they still qualify.
I do find it crazy though when UEFA Cup performances (in one or two seasons) can get you as high as Pot 2. At least when this is above the likes of Bayern & Man U. (who might fail to qualify for the last 16 of the CL once or twice every ten years).
