country-protection in the uefa cup question...

am i right in thinking that there is country-protection in the last 32...but the last 16 is a completely open draw?

and i presume that in the last 32, a team who has finished 1st in their group cannot play the team who finished 3rd in that same group?

It seems that when draw is made for last 32 and last 16 at the same time, country protection is still enabled, and probably is affecting both draws.
At least I can not recall same-country clashes before QF stage in the last two seasons.

There's no country protection in the last 16.

Had Monaco beaten Basel last year they would've met Strasbourg.

Same for AZ and Heerenveen last season. Had both won their matches (versus Betis and Steaua) last season, then they would have met in the last 16.

In the 2 years that the current system was played, once 2 teams from the same country met in the last 16: in 2004/05 Auxerre beat Lille 1-0 on aggregate.
