Can someone explain to me why Gretna have 10.023 coefficient points, despite having never competed in Europe before?!

Copy paste of the bottom of the first page of this site :

The UEFA team coefficients are calculated as the sum of the number of points of each individual team, and 33% of the country coefficient. Before 2004 the contribution of the country coefficient was 50%. See the team coefficients of 2006 for an example of such a calculation. For the calculation of the team coefficients games played in qualifying rounds are not taken into account

Since Scotland as a coefficient of 30,375, Gretna has a coefficient of 10,023.

Yeah - the idea is- the stronger your country's performance over the last 5 yrs, the higher your country's team is ranked when it starts.

If you do well in Europe every year like Barcelona or Milan, your own points are vastly higher than the bonus ones you get from the 33% of your country's co-efficient. If you're new, the principle of assessing you is - OK- your country is THIS strong or weak, so the team from it will be ROUGHLY this strong or weak too, for seeding purposes.

Gretna's default coefficient of 10.023 comprises 7.961 attributable to results of Celtic and Rangers, plus 2.062 from the rest of Scottish clubs. It is enough to guarantee a seeded position in UEFA Cup Q2 in the same way that Dundee United and Dunfermline Athletic were seeded (but eliminated) in the previous 2 seasons. In fact it is a very good example to support (some of) STK's views about the falsity of coefficients.
Having tangled with Hearts in the Scottish FA Cup Final, Gretna could quite possibly begin their European campaign with Kaunas...
