Welsh clubs in Europe.

Can the Welsh clubs who play in the English leagues play in European competitions as a representative of England, i.e. if Cardiff get 3rd place in the Premiership or if Swansea win the F.A. Cup?

I have no official info but I think if they get access from English competitions they will be England represantatives.Vaduz will be an example they play in Swiss League but they go CL by Liechtenstein Cup and represent Liechtenstein. I think competition that sends a team to europe is important. If any official info comes I will accept
