What is happening there?

I heard that Perugia is dropping to C?
Torino has money problems and could not go to A?
Ascoli and Treviso would play-off for SerieA?
Napoli could go to B?
Is Genoa clear or they could go to B, C?

Aren't Napoli already in Serie B, because when I was in Naples last summer, the local fascists were using the fact that Napoli were in Serie B, as a reason to vote them in.

Napoli lost the last promotion match, so they stay in Serie C1.

Here situation in Italy. You should consider that at the moment nothing is sure. Italian Federation will decide composition of every division on 15th july. Anyway after this decision teams who eventually were excluded can make appeal (like it happened in the last 2 seasons especially in 3rd and 4th division were teams were added even few days before the beginning!!)

1-PERUGIA:
Big problems to guarantee their place in Serie B (2nd division). They need about € 12 million. According to some "experts" it's possible that they will use the so-called "lodo Petrucci": it means that a new team with a new board and a new president (and without any debts) will restart one division lower (in this case serie C1-3rd division). In this case Vicenza will be admitted to serie B.

2-TORINO:
It's a little bit mysterious what happened with them. They got promotion but it seems that the bank-guarances they presented for next Serie A were false. Torino board say they are victim in the affair and make written accuse towards some "speculators". I dont think they will loose serie A; anyway it's personal opinion.

3-GENOA:
This is the biggest scandal. In this case it's not money-problem but they are accused to have bought last matches in serie B to get promotion. We discuss already about the money found in a bag of one of Venezia's board member; they say that this money has nothing to do with the match but it's for buying one player (Maldonado) but the situation it's completely to verify. Plus it seems that linked with these investigations a lot of other "strange things" are appearing like suspects bet from some players in results of teams were they play. When police asked Genoa's president about all the situation he also accuses other teams involved in the promotion-fight in serie B: according to him Torino had offered money to teams playing against Genoa. It's really hard to predict what will happen but if they will be relegated to serie B (promotion refused) it's even not clear who will take their place: Perugia has problems, then it should be Ascoli or Treviso but also Bologna is claiming the place (Bologna is the best placed among relegated teams).

4-ROMA:
Fifa block their market session: it means this year they shouldnt buy no players cause of their uncorrect beahaviour in the Mexes-affair.
Anyway Roma is making an appeal and i dont think they will confirm this sentence. It would be first time in the football history. At the moment anyway also players already bought like Nonda and Taddei are blocked.

Finally many people, television etc. wants that Napoli will be admitted to next serie B considering history and new society who seems economically very strong. Considering that apart Perugia also other 1-2 teams have problems in serie B (i.e. Salernitana) is not impossible even if the first 4 teams to be admitted according to the rules are the relegated teams (in order after Vicenza: Pescara,Venezia and Catanzaro). Venezia probably will not be admitted even to 3rd division and restart from 4th. Pescara and Catanzaro have some problems too. So I think it's not so impossible to see Napoli in serie B (and with a very strong team too.... there are rumours about Toldo as new 'keeper if they will admitted to serie B).

Sorry for my english. I hope everything is clear.

You mean this text.

It's just that the Serie B clubs will organise themselves to have a better influence I think.

Covisoc, the commission that watch over the balances of the Italian Football teams have decided the team that have echonomical problems and that can't partecipate to their actual league.

Messina and Torino in serie A

Perugia and Salernitana in serie B

Andria, Foggia, Spal, Reggiana, Benevento, Vis Pesaro, Torres, Sora, Teramo, Gela, Imolese, Latina, Pro Vasto, Rosetana in serie C

Como and Venezia, last season relegated in C2 and C1 are in bankrupt.

All the teams will have the chance to play in a division below

Anyway these teams can appeal until 12 july. The definitive decision will be token on the 15 July.

Genoa still risk to lose serie A since the judge will ask an heavy punishment regarding the fixed match with Venezia.

Actually with Torino in serie B, Treviso will be in A, and if also Genoa won't be promoted, the other team promoted will be Ascoli.

In serie B would return Vicenza and Pescara

You said if Torino and Genoa are in B, Treviso and Ascoli will go to A.
But if also Messina goes to B, which team will replace them?

Why are there are these problems?

I want add that the teams that have no license can't go strightlyy in the lower division. The club without license will disappear and all their players will be free, but the place in lower divison could go to a new team of the same town, but without any relationship with the old Club. In aaddition thaty must give achonomical warranties.

Todat at 24.00 will be expire the team to make appeal. Tomorrow there will be the sentenceand the expiration time to ask a place in lower decision.

Anyway the Clubs have still the chance to make appeal to the common justice.

Why?? Nice question :D
Well Italy is paying the crazy politic of the 90s and these are the results. At the moment apart 2 team in serie A and 2 in serie B, more then 10 team will be out of 3rd and 4th divisions (among them glorious Reggiana, Spal, Como and Venezia). I think not all these teams will be excluded at the end (final word will the civil court decision on 10th august, but before there is other 2 degrees of justice).
Anyway the problem is really big: more then 50% of teams has great problem to pay wages to players. Now there is a beginning of new politic but i still see presidents in 2nd and 3rd division do crazy things.

The big new thing is that this year seems to be very strict on judging the economic situation and this is result: only Lazio still have big favour from federation. They have very huge debt but a regional law (not of italian state) allowed them to pay in more then 20 years so it looks like now they are ok. But this is artificious and everybody knows it but nobody did nothing. Perugia has the same kind of debt (Irpef tax) but not allowed to pay in long period and at the moment is out...... another really "hot" summer!

Not speaking about bet-inquiry on Genoa that seems will be larger and will involve more and more teams (the derby Roma-Lazio is also rumoured now to be fixed)

Messina, Torino, Perugia and Udinese lost their appeal and now are out.

Genoa was punished for fixed match with the relegation in C1 and three points of penalty.

All the team can ask another sentence. Torino, Perugia and Salernitana will have the chanc to start in the lower division if will give enough warranties.

At this moment Messina wold be disappeared, Bologna, Treviso and Ascoli in Serie A, Torino, Pescara, Vicenza, Catanzaro and Napoli in serie B

Perugia, Salerntana and Genoa in serie C but the story isn't ended yet.
