| My team, Heart of Midlothian, have withdrawn their interest in taking part in the Intertoto Cup this summer which means that no Scottish teams will enter. One of the reasons Hearts have quoted is that they would be fined 300,000 Swiss francs if they qualify for the UEFA Cup and have to pull out of the Intertoto Cup.
Surely the Intertoto Cup has been set up for teams who have just missed out on European qualification domestically. How can a club determine whether they will qualify for the UEFA Cup in March? Why show an interest in taking part if you are financially punished for withdrawing? It is no wonder Scottish clubs don't take part when our national game is in financial crisis.

But it is also said that a FA can only nominate teams that, by the deadline (31st May), can not qualify to other european competitions. I think this exclude the possibility of qualifying to UEFA cup and having to pay the fine.
But possibly I misunderstood the rules. This is the link. |

I don't think it's possible that a club is fined (by UEFA?) for not being able to take part in Intertoto-Cup because of qualifying for UEFA-Cup. To my knowledge ALL german clubs that might qualify for UEFA-Cup regularly also declare their interest of playing UI-Cup and I have never heard of any fines. Or is the reason that Hearts are the only scottish club that showed interest and UEFA might fine the Scottish FA if they don't enter a club?
Edit: The rules isidromv just mentioned seem to confirm me (Article 7, 7.01). Not clubs will be fined but the FA. |

| I have read the regulations and it is still unclear to me whether the club or national association would be fined. However, what is clear is that a fine would be imposed. Last season, Hearts and Hibs entered the Intertoto Cup, Hearts could not play as they qualified for the UEFA Cup and Hibs stepped in. You may be right in saying that because there is no backup team that the Scottish FA will be fined. |

| Indeed. It must be like that. The national FA guarantee for a certain amount of teams, and that's why you see in the preliminary Intertoto draw that e.g. MAC 1 shall meet BEL 2, since the teams names are yet to be confirmed before the league has ended. |

| The draw is usually on a Monday early April, so it should be next Monday or 11 April I think. |

I also remeber that the local FA will be fined, and that that was the reason the local FA is careful. Ofcourse a local FA can tell a club that it will be fined if it withdraws, though qualifying for the Uefa directly should be excluded. I can understand it is bad for the competition if teams withdraw at last minute. But why do they hold this draw already in April. In 'normal' rounds, the draw is held 2 weeks in advance, so this should be doable for the intertoto too, not? |

| me_torq792, in the reaction just above yours the date is mentioned: April 11th. You have to wait until that day before the draw takes place. You'll have to wait anohter xxxx days before the draw is published (fill in something between 1 and 100 days) |

| After years of playing just to prepare for the competition (for most teams) the UIC changed their format in 1995.Not only to prepare for the coming season, but also a chance to win a spot in the UC. In 1995 itself just two spots, but since 1996 three teams can join the UC via UIC.
From 1995/96 till 1998/99 only the first 2 proper rounds of the UC were divided in seeded and unseeded teams. Seeded teams eliminated in the first round will be replaced by teams further down the list for second round seeding. The first round proper had 64 teams (of which 16 teams were seeded) The second round had 32 teams (of which 16 teams were seeded)

| Jan, Lazio is not neccesarily available. You have to be among the 12 best (or 10 best, whatever amount of teams in premier league). And yes, the second-best countries have "walk-over" first round and best team from best countries even walk-over two first rounds. But still somewhat unpredictable, since the schedule is not yet fixed. |

| Not always teams have to be inside top 12 to play in Intertoto. In 2003 Villarreal and Racing Santander finishes 15th and 16th and did play in Intertoto. Villarreal even won it and reached semifinal of UEFA-cup. |

| You may be right about that Forza, but a lot of Italian clubs will hopefully stand in line. Long before Lazio. 5-6-7 clubs have to turn down IT if Lazio will have their go. |

| Last year there was, I believe only 1 Italian club interested. They gave away their second spot, that already had been drawn I think ( at the cost of a CHF .... fine??) |
