Otelul and D.Tirana retiring from Uefa Cup?

In Romania, Otelul's players haven't recieved their money for a long time and if they don't get the money until tuesday they will forfeit the uefa cup match against Dinamo Tirana. Funny is that at Dinamo is exactly the same situation and is seems they will also forfeit the match with Otelul. Comments?

Ok then it comes to the one : who refuses first to play.
If both teams refuse to play (my proposition):
then best coefficient holder in Southern group i.e. Maribor should be promoted automatically to next round.
This will make Silex Cratovo from Macedonia to receive the Bye status to next round as well.

Another alternative -
Slavia Praha receives bye to last 80 due to
1) Best coefficient
2) Best coefficient-in Cenral seeding group

However if UEFA will take ranking alternatives :
Then Dunfermline from Scotalnd getting Bye since highest ranked (9th)countries UC2

We have those negotiation threats not only on Balkan. And then the clubs go bancrupt and the players are better off? Oh,come on. This solves itself, unless the whole bunch are idiots.

Otelul get their money + bonus. Otherwise winning

Anyway, maybe Albanians didn't get anything so they
refused to play ..

Albanians played. I followed the game on globalscore.com. Galati scored effectively four times
