Silver goal rule in 2nd leg ET

Should the 2nd leg ET to be ended after 15 min., if the opponents scored equal amount of goals in ET, and thus the guest side to be the winner in aggregate and promote into the next round?

It cotradicts the original silver goal rule.
IMHO, it should be applied only in one leg clash.

The away-goal rule doesn't apply at silvergoal. So if boath teams score the same number of goals in a silvergoal-half they are still equal and the match goes on to second half or penalty-kick.

The penalty kicks will be impossible,as the guest side is leading after silvergoal half by away goal rule.
By the way, is it your own opinion or it's set oficially by UEFA?

The penalty kicks WILL be possible because (as I wrote) the away goal rule DOES NOT apply for extra time.
