Could anyone tell me if the losing league cup finalist in England does qualify for the UEFA cup?

| only if the finalist has a champions league spot,this is for all the countries. a good rule in my opinion |

| The above only holds true for the FA cup. As in all other countries. Not for the league cup. See UEFA news from Feb. 2000 article. |
